UN RESIDENT COORDINATOR SYSTEM

United Nations system in Turkmenistan is represented by United Nations Development Programme (UNDP), United Nations Population Fund (UNFPA), United Nations High Commissioner for Refugees (UNHCR), United Nations Children’s Fund (UNICEF), United Nations Office on Drugs and Crime (UNODC) and World Health Organization (WHO). Two other affiliated organizations, such as the International Organization for Migration (IOM) and the World Bank (WB), although are not formally part of the Resident Coordinator System (RCS), fully participate in inter-agency groups and contribute to the work of the RSC.  

The work of all resident and non-resident organizations of the UN system working in the country is coordinated by the Resident Coordinator, who is the designated representative of the Secretary-General and leader of the UN country team. Resident Coordinator is designated by the Secretary-General after consultation with members of the Administrative Committee on Coordination and reports to the Secretary-General. The Resident Coordinator, on behalf of the UN agencies and in consultation with country representatives of UN agencies, assumes overall responsibility for, and coordination of, the operational activities for development of the United Nations agencies carried out at the country level. This is done in conformity with the objectives and priorities of the Government and mandates and objectives of the United Nations agencies. For better coordination of the work of UN System in Turkmenistan, agencies have established the following thematic groups and task forces:

  • Strengthening Democratization and Rule of Law Thematic Group (UNDAF Thematic Group One)
  • Strengthening Human Development to Achieve the MDGs Thematic Group (UNDAF Thematic Group Two)
  • Improving Sustainable Development and Inclusive Growth Thematic Group (UNDAF Thematic Group Three)
  • Promoting Peace and Security Thematic Group (UNDAF Thematic Group Four)
  • Operations Management Team
  • Security Management Team
  • Technical Working Group on HIV/AIDS
  • Communications Theme Group

Currently, all resident UN agencies and the local offices of IOM and WB are accommodated in the UN Building which was opened in 1996 in the building kindly donated by the Government of Turkmenistan.
