Members of Turkmen Parliament learn Armenian e-government experience

Members of the delegation at the Ministry of Justice of ArmeniaAshgabat, 17 September 2012 – A delegation of the Mejlis (Parliament) of Turkmenistan has got acquainted with the Armenian experience in introducing the information and communication technologies and e-government, as part of a study visit to the Republic of Armenia which took place from 2 to 8 September 2012.

In a series of meetings with the Armenian colleagues, the delegation of the Mejlis of Turkmenistan looked at the Armenian experience in providing electronic public services, including the receipt of applications for licenses, submission of tax statements, obtaining of passports, registration of motor vehicles, registration of patents and trademarks.

The delegation of the Mejlis of Turkmenistan also visited the Regional Municipality of Vayots Dzor, where the Turkmen MPs learned the experience of the local government and self-government bodies in using electronic document systems.

At the final stage of the study visit, Turkmen parliamentarians were introduced to the electronic management system of the National Assembly (Parliament) of the Republic of Armenia and the basic approaches to the effective use of ICT in lawmaking.

Vice-Speaker of the Mejlis (Parliament) of Turkmenistan Gurbangul Bayramova, emphasized: "during the study visit, the members and staff of the Mejlis had the opportunity to see the practical side of introducing the information and communication technologies and electronic documents in the system of public administration. Such visits are an important component of the comprehensive analysis of international experience and national practices on the effective use of ICT and Internet resources in parliamentary work."

As part of the study visit, the delegation of Turkmenistan attended 3 round tables and 8 workshops at the public institutions of the Republic of Armenia, including the National Assembly (Parliament) of the Republic of Armenia, the State Service for registration of legal entities, the Ministry of Justice of the Republic of Armenia, the Yerevan Traffic Police Service, the National Service of Electronic Maps, the Passport Department of the Yerevan Police, the State Revenue Committee of Armenia and the Regional Municipality of Vayots Dzor.

The study visit to the Republic of Armenia was organized within the framework of the joint project of the Mejlis of Turkmenistan and the United Nations Development Programme in Turkmenistan "Parliamentary support Programme." The project aims at further improving the institutional capacity of the Parliament of Turkmenistan by enhancing knowledge of the elected members of parliament.
